Some people think that arts (such as painting and music) does not directly improve quality of peoples life, so government should spend money on other areas. To what extend do you agree or disagree ?
题目大意：有的人认为绘画和音乐等艺术不能直接改善人们的生活质量，所以政府应该把钱投资到其他领域，问是否同意？

个人观点：政府应该适当投资发展艺术，还要投资其他领域，比如：教育、环境等方面，这样人们的生活水平才能够得到全面的发展。
Governments should invest appropriate amounts of money in art development; however, other domains such as higher education, introduction of advanced technology and environmental protection also have significant roles to play in improving living standard.
承认投资艺术的优点：
我们不能忽视艺术带来的好处。绘画或者音乐能提高人们的审美观、让人们感到心情愉悦。那些有天赋的人可以更好的挖掘艺术“细菌”，成为有名望的艺术家artist 和 音乐家 musician，可以让他们名利双收 gain reputation and earn money，从而极大的改善他们的生活水平 enable them to enjoy a
prosperous lifestyle. 此外，有的人可能就是以通过艺术earn a living 也可以证明投资艺术的必要性。
此外，国家举办一些 international event such as Olympic Games 或者演唱会，开幕式opening ceremony 需要singers助唱，dancers伴舞，才能够更加的stimulating，这也能够在一定程度上提升一个国家在国际上的影响力 --此观点跑题了，能看出来吗？
Admittedly, people can hardly enhance their life quality directly through arts, but we cannot ignore the merits that arts bring to us. If the government spent more expenditure encouraging people to study painting and music, it could help people to improve their aesthetic standard. For those gifted ones, they may achieve their full potential in art-related field, which will probably make it possible to gain reputation and earn a large amount of money and then enable them to enjoy a prosperous lifestyle. More importantly, there are a majority of people choosing arts as their career just because they are addicted to this field. If governments do not allocate money to subsidize arts-related jobs, many of them will hardly secure a decent job and raise their family, resulting in a high rate of unemployment.
下面观点跑题的原因：题目中是问arts是否能够改善人们的生活水平，不仅仅是问艺术的好处是什么。Arts such as painting and music may, to some extend, promote international influence of a nation. When a country holds some international sporting events like Olympic Games, well-known singers and dancers will be invited to stimulate the opening ceremony.
其他领域如教育、环境改善等方面需要投资更多：
政府应该投资更多的钱在教育、环境保护上，这样才能够让individuals 过上好的生活，同时让国家更具竞争力。
However, in my opinion, governments should provide more financial supports for other aspects such as tertiary education and environment preservation. With regarding to the former,we have to admit that education is the key words of our time. A man without education, many of us believe is the victim of adversity, so governments should subsidize those living in poorer and underdeveloped countries to have equal opportunities to receive education, which may ensure that any knowledge and skill gaps are covered. In addition, environmental contamination is becoming increasingly severe in terms of air pollution and global warming. For example, citizens in major cities have to wear a mask to commute to work in the frequent hazy days in order to protect themselves from respiratory disease.Thus, a proportion of money allocated to improve environment condition is more essential.
总结：虽然艺术不能直接改善人们的生活水平，但是也应该适当投资发展，提高国民素质，同时还应该注重其他领域的发展。
Although people cannot benefit directly from learning arts, governments should also pay more attention to improve health and education of the nation. Meanwhile, the full development of education and environmental protection should not be neglected.
