10月17日,时值第六个全国扶贫日,联合国教科文组织世界遗产地可持续生计项目成果亮相第七届中国成都国际非物质文化遗产节(以下简称“非遗节”)主题展——非遗传承助力脱贫攻坚和乡村振兴成果展。观众可以在联合国教科文组织展区近距离欣赏赤水竹手工艺可持续生计培训班师生的竹编作品、石林的撒尼刺绣传统手工艺品和文化创意产品。来自石林的国家级非遗传承人也亲临现场,用精湛的撒尼刺绣技艺讲述非遗扶贫和文化助力可持续发展的中国故事。

非遗传承助力脱贫攻坚和乡村振兴成果展

成都非遗节始于,是继中国北京国际音乐节、中国上海国际艺术节、中国吴桥国际杂技节后,国务院正式批准的第四个国家级国际性文化节会活动,是国际社会首个以推动人类非物质文化遗产保护事业为宗旨的大型国际文化交流展示平台。本届非遗节从10月17日持续到22日。

本届非遗节围绕“传承多彩文化,创享美好生活”节会主题,以“全域非遗”和“非遗实践”为理念,设置了五大版块的内容:非遗节开幕式暨演出、非遗国际论坛、国际非遗博览园主会场活动、四川“全域非遗”分会场活动、“有一种生活美学叫成都”城市非遗主题活动。86个国家、地区和国际组织,1100多个非遗项目,5600多名代表受邀参加。

今年非遗节国际大展推出了非遗传承助力脱贫攻坚和乡村振兴成果展、国际传统手工艺展、非遗创意设计作品授权展等六大展览,共有42个国家910余个非遗项目参展。其中,非遗传承助力脱贫攻坚和乡村振兴专题展全面展现了全国各地非遗传承助力脱贫攻坚和乡村振兴的多种路径和实践成果。联合国教科文组织世界遗产地可持续生计项目成果在此专题展出,提供如何结合国际和国内发展议程、融合自然和文化、物质和非物质遗产以推动社会、经济和环境的可持续发展的视角。

自起,联合国教科文组织先后在四川大熊猫栖息地雅安和卧龙、中国南方喀斯特云南石林、中国丹霞贵州赤水、梵净山开展了可持续生计试点活动,紧扣联合国2030年可持续发展议程和国家“十三五”发展规划纲要,联动1972年《保护世界文化和自然遗产公约》、《保护非物质文化遗产公约》和《保护和促进文化表现形式多样性公约》,旨在探索如何平衡遗产保护和经济发展的矛盾,总结推广文化扶贫的中国经验。通过鼓励遗产地社区振兴传统技艺并通过创意将其转化为可持续的生计方式,世界遗产地可持续生计活动力图发挥文化在消除贫困、促进性别平等、提升世界遗产地韧性中的巨大潜力,为遗产地社区的可持续发展作出贡献。

World Heritage Sustainable Livelihood Activities Presented at the 7th Chengdu International Intangible Cultural Heritage Festival

On 17 October , also on the occasion of the sixth National Poverty Alleviation Day, UNESCO’s World Heritage sustainable livelihood activities appeared at the 7th Chengdu International Intangible Cultural Heritage Festival’s theme exhibition on “Intangible Cultural Heritage for Poverty Alleviation and Rural Revitalization”. The audience appreciated the bamboo handicrafts made by the participants of the sustainable livelihood workshop in Chishui, as well as traditional Sani embroidery and creative cultural products from Shilin. Shilin’s national-level intangible cultural heritage transmitter also demonstrated the outstanding craft at the exhibition and presented how intangible cultural heritage contributes to poverty alleviation and sustainable development.

Initiated in , the Chengdu International Intangible Cultural Heritage Festival is the fourth national-level international festival approved by the State Council since the Beijing International Music Festival, Shanghai International Art Festival, and Wuqiao International Acrobatic Festival, and is the first international cultural exchange platform with the mission of promoting the safeguarding of intangible cultural heritage of humanity. The current Festival opened from 17 to 22 October.

This year’s Festival bore the theme of “Transmitting Diverse Culture, Enjoying Beautiful Life”, and revolvedaround the concepts of “all-area-advancing intangible cultural heritage” and “intangible cultural heritage practice”. The Festival consisted of five components: Opening Ceremony and Performance, International Forum of Intangible Cultural Heritage, International Intangible Cultural Heritage Expo, Sichuan “All-Area-Advancing Intangible Cultural Heritage” Sub-Event, and “An Aesthetic Called Chengdu” City Event. Over 1,100 intangible cultural heritage elements and over 5,600 delegates from 86 countries, regions and international organizations were invited to the Festival.

The International Intangible Cultural Heritage Expo consisted of six exhibitions, including the Intangible Cultural Heritage for Poverty Alleviation and Rural Revitalization Achievement Exhibition, the International Traditional Handicraft Exhibition, and the Intangible Cultural Heritage Creative Design Exhibition. Over 910 elements from 42 countries were presented at the Expo. The Intangible Cultural Heritage for Poverty Alleviation and Rural Revitalization Achievement Exhibition demonstrated the diverse mechanisms and results from all over China. UNESCO’s work and progress through the World Heritage sustainable livelihood activities presented an alternate perspective that integrates international and domestic development agendas, and that synergizes natural and cultural, tangible and intangible heritage for the sustainable development of society, economy, and the environment.

Since , UNESCO has been implementing the World Heritage sustainable livelihood activity in Ya’an and Wolong of Sichuan Giant Panda Sanctuaries, Shilin of South China Karst, Chishui of China Danxia, and Fanjingshan World Heritage sites. The activity is in close alignment with both the UN 2030 Agenda for Sustainable Development and China’s 13th Five-Year Plan, and synergizes UNESCO’s three major cultural conventions: the1972 ConventionConcerning the Protection of the World Cultural and Natural Heritage, the Conventionfor the Safeguarding of the Intangible Cultural Heritage, and the Conventionfor the Protection and Promotion of the Diversity of Cultural Expressions. It explores new mechanisms to balance heritage conservation and economic development, and consolidate the Chinese experience in culturally enabled poverty alleviation. By supporting local communities in transmitting and revitalizing traditional techniques and craftsmanship and transforming them into sustainable means of livelihoods through creativity, the activity realises the great potential of culture in alleviating poverty, promoting gender equality, enhancing resilience of World Heritage sites, and contributing to sustainable development of the local communities.
