石油价格为取得石油资源的经济、社会效用所花费的经济代价。包括原油价格和成品油价格。形成的基础石油是可耗竭的矿物资源。其价格依据边际成本来确定。这种边际成本是一种包含了时间价值和稀缺价值的机会成本。政策的制定原则石油价格往往是在政府政策干预下形成的。石油价格政策遵循的原则主要有：①促使石油资源用于经济、社会价值更高的方面,杜绝低效使用，使石油使用的社会效益最大化。在20世纪70年代以前的几十年时间里，石油作为廉价的能源极大地促进了世界经济的发展，但也造就了高能耗型的生产、生活结构。大量的石油用作燃料，实际上包含着这种珍贵资源的价值损失。自70年代中期以来，世界各国相继采取各种政策，调整能源消费结构，促使石油转向增值更高的用途。②石油经加工提炼后形成各种质量不一的产品。这些产品用途不一，经济价值各异。因而合理安排原油与加工油品之间，以及各种加工油品之间的比价，是石油价格政策的一项重要内容。③石油具有很强的可贸易性。各国在石油的世界贸易中地位不同，其价格政策也是多样的。但石油价格政策的制定都以石油的国际市场价格作为参照系。中国概况中华人民共和国建立初期，石油产量很少。60年代初期大庆油田的发现，开创了中国石油工业发展的新篇章。以后随着新油田的增加，资源条件的变化，原油生产成本不断上升，国家在1988～1990年连续三年提高原油价格。但由于西部新油田的开拓，勘探费用和运输费用都比东部油田高得多，因而石油行业发生亏损。中国成品油的价格，系根据原油价格按质论价，并规定有适当的地区差价，对边远地区还规定有最高限价。各地市场销售的成品油规定有统一的批零差价。为了加快石油工业的发展和节约用油，国务院1981年规定石油生产部门包干产量以外的原油，允许按国际市场价格出口。1983年国务院规定超产的原油和成品油，作为计划内高价油出售；计划之外的原油和成品油按议价出售。高价油的作价原则参照国际市场石油价格制定。对计划外议价，国家规定了最高限价。原油和成品油是垄断性的重要的生产资料，其价格由国家物价局统一管理、制定和调整。
